Policies should be formed for promoting IT as an industry

To further promote IT industry as a virbrant, competitive and innovative industry, it is the right time to formulate a comprehensice and visionary IT industry policy. The Government should keep good communication with the Mainland officials, understand Mainland's latest IT research foci and policies, and also promote Hong Kong as the stepping stone for the Mainland IT companies ro raise their profile and branding in the interenational market.

Why anit-spam law is needed?

Spam is a complicated problem which does not fall neatly into any one category, but involve aspects of telecommunications, privacy and the general utility of the Internet as well as law enforcement and consumer protection. To deal with such critical and difficult issue, the government must start the debate now to consider a range measures that may involve government, business, users and IT professionals. A goo way of achieving that would be to hold a public inquiry, with professsional input from local and overseas experts.

Second Consultation Paper on Type II Interconnection - The second consultation paper is issued after having analysed the submissions to the first consultation papaer issued in May, 2003. A total of 11 submissions were received after the three-month consultation. The closing date the 2nd round consultation is February 24, 2004.
