Public Consultation on Digital Broadcasting: Mobile TV

I have urged the Government to set a timetable for the introduction and regulation of digital broadcasting services for a long time with a view to facilitating our industry to be well prepared for the business opportunities emerged. A consultation paper on mobile TV services was issued last Friday. The four major areas under concerns are: 

  1. Spectrum availability – whether the spectrum in Band III, L Band and two single frequency network multiplexes in the UHF Band should be made available for mobile TV services;
  2. Spectrum allocation – whether to adopt 1) a service-neutral approach by letting investors to decide on their own on the services to be provided; 2) a conventional approach by assigning frequencies for the use of specific digital broadcasting services; or 3) a pro-mobile TV approach by giving priority to allocate frequencies to mobile TV;
  3. Spectrum assignment – whether or not to adopt a market-based approach to assign frequencies by auction; and to charge a spectrum utilization fee for spectrum uses;
  4. Licensing arrangement – whether mobile TV programme services should be licensed and regulated under the Broadcasting Ordinance.

For the broadcasters and communication services operators, attention should be paid especially on spectrum management and allocation. There may be a spectrum resources competition among mobile TV services, other digital broadcasting services, such as digital terrestrial television (DTT) and digital audio broadcasting (DAB), and telecommunications services when they operate in the same frequency bands.

The Government will draw reference from the outcome of this consultation when revisiting certain regulatory arrangements on the implementation of DTT and DAB services, which directly affects the digital content sector and software sector as well. For its importance, an implementation framework will be drafted out for a second round consultation based on the result of this round.
