Promote the use of Channel 9

How did you enjoy your Christmas and New Year holidays? Have you gone for hiking or wild-camp? In recent years, many Hong Kong people enjoy hiking in our country-side during holidays. However, due to the geographical constraint and hilly terrain of Hong Kong , mobile signals are weak and network coverage may not be available in certain rural areas. As such, hikers may not have an effective communication tools or even not able to make calls to seek help if they were in danger.

To enjoy a safe trip and to keep effective communications with the partners, other than mobile phones, we may also bring walkie-talkies (effective radiated power not 0.5 Walt) operating within frequency band of 409.74-410 MHz for two-way communications. If the OFTA decided to open up frequency band of 26.96-27.41 as the "Citizen Band" for the public after they finish the current consultation exercise, we may also bring the portable Citizen Band radios which provides about 5 -6 km coverage.

I support to open up the Citizen Band. Moreover, in order to provide the hikers an effective channel for seeking assistance during emergency situation, I also support to designate both Channel 9 of 409MHz band and Citizen Band for emergency communications only. In December, I raised two council questions on this topic for urging the administration to promote and educate the public on using Channel 9.
