Dear Friends,

Welcome to my new online newsletter SCK eNewsletter. Like Cyber2005, this publication aims to keep you informed of what I am doing in the LegCo. If you have any comments on my work, you are welcome to send me your views.

In the LegCo election, I received many invaluable opinions from you. With the election over, I'm eager to work out what I have listened and promised. I will collaborate with the members of IT industry to push our Government to implement measures that will help our industry develop further.

In tandem with this goal, I have worked out my work plan and set up three specific taskforces on the areas, including Information Security, Wireless Technology as well as the Development of Mainland Market this year. By working closely with the industry, each of this taskforce aims to identify, promote and facilitate the development of the above areas. I will report the progress of each taskforce when more details are available.

Besides putting in place these taskforces, efforts will continue to be made in scrutinizing legislation and public policies matter our industry. Review on the infrastructure of ITF, SPAM, VoIP and the merger of Broadcasting Authority and OFTA, for examples, have been identified as key challenges in this legislative year. To ensure our regulatory framework will protect the consumer interest while not placing too much burden on the market players, it's very important for me to have your views on these issues and reflect them to our Government. Please do let me know if you have any opinions on the IT matters. I will do all I can do to fight for the benefits not only to our industry, but the entire Hong Kong community as well.

Crash of "com.hk" - security alert of information infrastructure

Recently, some key information systems were down. Since these kinds of system are mission critical, government should formulate policies for handling emergency, e.g. minimum down time, for ensuring system continuity. For the "com.hk" incident, I have requested the Administration to report to the ITB Panel.

Submission
Proposal to Digital 21 Strategy Advisory Committee (D21SAC)
After I consolidated the industry's aspirations collected during the election period, I prepared and submitted a proposal to the D21SAC at its 1st meeting. My recommendations include: implementing technological assessment in all important public projects, supporting pilot projects for various new applications, and setting up Industry Training Advisory Committees (ITACs), etc.
